Share to:

On November 25, 2025,the auditorium of Hunan Shaoshan Cadre College was packed. Zhou Sheng, a lawyer and director of Beijing Zhongzhou Law Firm, was invited to give a lecture here, bringing the public course "The Three Rights of Collective Land and its Transfer" to the "Second Phase of the County-Level Lawyer Demonstration Training Program" of the All China Lawyers Association. Over 120 county-level lawyers from all provinces, autonomous regions, and municipalities directly attended the session to absorb practical insights into grassroots land law.

As a core member of the Western Circuit Lecturer Team of Expert Lawyers of the All China Lawyers Association, Director Zhou Sheng's lecture in Shaoshan is both an active response to the industry's call to "help improve the quality of legal services in counties," and a continuation of his original public legal education mission. Earlier in early 2024, he received the All China Lawyers Association's "Special Commendation for the 10th Anniversary of the Western Circuit Expert Lawyers" for his outstanding contributions to the Western Circuit Lecturer Team; this specialized training for county lawyers further brings professional legal power down to the grassroots level, precisely meeting the legal service needs in rural revitalization.

The course is centered around the high-frequency litigation scenarios of county-level lawyers, featuring five core modules that progressively build upon each other and directly address pain points: starting from the "policy background of the separation of the three powers," it dissects the livelihood logic and rule-of-law considerations behind the institutional design; focusing on the "core content of the separation of the three powers reform," it clearly defines the boundaries of rights and responsibilities for ownership, contracting rights, and operational rights, clearing up conceptual blind spots; addressing "land contracting and operational rights and their transfer," it explains the selection of transfer models and key risk prevention measures by combining them with common county-level land leasing and sub-contracting cases; focusing on "residential housing use rights and their transfer," it deeply analyzes practical difficulties such as the revitalization, inheritance, and transfer restrictions of rural residential housing, providing implementable solutions; finally, taking "the entry of collective operational construction land into the market" as its focal point, it outlines the compliance key points and dispute resolution paths in the market entry process, offering legal guidance for county-level land resource development. Throughout the course, it integrates cases and legal provisions, giving equal weight to theory and practice, making abstract land institutions "visible and usable."

The professionalism of this lecture stems from Director Zhou Sheng's years of deep experience in the field: he is not only a "Top 10 Beijing Real Estate Lawyer" in 2013 and a recipient of the "Top 15 in Real Estate and Urban Renewal" on the 2024 LEGALBAND China Lawyers Special Recommendation List, but he has also led benchmark cases such as the introduction of key projects involving collective construction land in Fangshan District, Beijing, and the urban renewal of the Dongfeng area in Jinan, demonstrating a profound understanding of collective land practices. In the classroom, he integrates project experience into the interpretation of legal provisions, using real cases such as "disputes over the transfer of villagers' homesteads" and "cooperative development of village collective business land" to help over 120 participants quickly master case-handling skills. Many lawyers took notes as they listened, and after the class, they gathered around him to discuss specific case difficulties.

After the course concluded, the participants highly praised it, believing that it precisely matched the litigation needs of county-level lawyers and injected professional strength into resolving land disputes and serving rural revitalization at the grassroots level.

This public legal education session in Shaoshan is also an important extension of Zhongzhou Law Firm's "online + offline" three-dimensional public legal education system. Previously, the firm has regularly launched weekly public legal education livestreams to serve the public on hot topics such as marriage and family disputes and labor disputes; while public training for peers further broadens the boundaries of the firm's public legal education. In the future, under the leadership of Director Zhou Sheng, Zhongzhou Law Firm will continue to participate in grassroots legal training and public legal education services, using professionalism as its pen and public welfare as its ink, to contribute its strength to the construction of a Chinese rule-of-law and the balanced development of legal services.
